You can get them legitly by simply using a jetpack. The same often happens with the trashcan method which is clearly a glitch. If you go there via tcl they dont spawn at all for example as tcl makes you pass trough this set "trigger" point without triggering it. then a small sound theme will play which signals the items will have been spawned. The game doesnt spawn them until you enter the ALCOVE the safe is in by landing on its only entrance point. The reason they dont show up for some is because players used either TCL console command or the trashcan to reach them incorrectly.
